In his remarks of circumstance, the new Director General Penel declared "This Ministry which has the responsibility of the cultural policy of the State and which has a sacrosanct mission at the level of the taking care, of our artists, of our cultural operators, as the Haitian cultural sector in general, must have a good institutional base in order to play its role validly," adding "the Administration Moïse/Céant chose to put at the head of the Ministry Jean Michel Lapin, a executive experienced in the Haitian public administration, a executivethat has climbed all the ladder in our cultural sector, to be able to build, or at least to refound a ministerial cultural institution like a true tool of development."
