"We Rector of the Royal University of Haiti, Considering the Ministerial Decision of October 25, 1990 authorizing the Royal University of Haiti and that of September 9, 1994 granting the license No. 00019 Attesting that on the report of the Appraisal Commission Mr. Pierre Josué Agénor Cadet, distinguishing himself in his specialty by his knowledge and competence, fulfills the conditions imposed by the regulations with a view to obtaining the post-graduate diploma devoted to scholarly knowledge, conferring on him the degree of Doctor Honoris Causa of Letters.
