"The General Directorate of the Lottery of the Haitian State informs the population and tenants of Borlettes of the Commune of Jacmel that it is the only authority empowered to act on the operation of the Borlettes banks throughout the National territory.

The correspondence of the Government Commissioner of Jacmel Me Lyonel Cherima dated June 13, 2020, giving the right to the National Association of Borlette Tenants (ANTB) to make decisions falling under the responsibilities of the State, denotes the weaknesses of our scorned justice and sold by dishonest people who are called upon to curb injustice.

The General Directorate of the Lottery spits its contempt and its repugnance on this correspondence and invites the judge to be wise and to respect the principles governing his profession."
