Organization and follow-up of the portfolio review with Switzerland and Brazil
On Tuesday, November 3rd, 2026, Sandra Paulemon, Minister of Planning and External Cooperation, held a working session with the Ambassadors of Switzerland and Brazil to Haiti, two countries that currently co-chair the Technical Coordination of Partners (CTP). The discussion focused first on the organization and follow-up of a portfolio review. The two diplomats proposed a sectoral approach, involving the relevant government ministries as well as technical and financial partners, all under the coordination of the Ministry of Planning and External Cooperation (MPCE). The meeting also addressed strengthening the governance of the Technical Coordination of Partners (CTP), a dialogue mechanism between Haitian institutions and technical and financial partners. As the primary point of contact for this structure, the Ministry aims to consolidate its engagement with the CTP to enhance its overall effectiveness. Furthermore, the Minister outlined the efforts her Ministry has undertaken to structure aid coordination and establish a clear national policy on external cooperation. In this context, discussions touched upon the potential creation of an International Development Cooperation Fund, designed to integrate with existing financing instruments. The Minister expressed her appreciation for the commitment shown by Switzerland and Brazil toward Haiti. She specifically highlighted Switzerland’s experience in local development, governance, resilience, and humanitarian action, as well as Brazil’s expertise in family farming, food security, public health, vocational training, and the strengthening of institutional capacities. Haiti is already benefiting from these areas of expertise, and the Minister expressed a desire to further deepen this collaboration. Furthermore, Paulemon invited international partners to support the implementation of the National Program for Stabilization and Economic, Social, and Territorial Recovery (PNSREST), in line with the Government’s priorities. She also emphasized the need to further mobilize the Technical and Financial Partners’ Coordination Framework (CTP) in order to identify priority projects that could benefit from partner support. The Minister proposed a roadmap aimed at strengthening collaboration between the Ministry and the CTP, identifying priority areas, and establishing a mechanism for monitoring and sharing information regarding externally funded projects. Through this meeting, the Minister reaffirms her commitment to strengthening dialogue with technical and financial partners and fostering better-coordinated cooperation—one that is aligned with national priorities and focused on delivering concrete results for the Haitian population.
