The incident occurred near the military detachment located in La Vigía, when Army Sergeant Joselito de La Rosa Polanco and Corporal Dauri Hernández, both assigned to CESFRONT who were patrolling the area, intercepted a individual of Haitian origin illegally crossing the border on a motorcycle at an informal crossing. According to a CESFRONT note, the military ordered the Haitian to get off his motorcycle, but instead of calmly obeying, he allegedly violently attacked and struck Corporal Hernández by surprise. During the fight, the Haitian took out a homemade weapon from his belt, forcing Corporal Hernandez to use his service weapon by shooting his attacker to save his life... The individual identified as Ernso Jacques, the holder of a Haitian identity card, was seriously injured in the chest and was rushed to Ramón Matías Mella hospital in Dajabón, where despite treatment he did not survive.
