iciHaiti - Politic : Haiti needs a Marshall Plan

According to Dr. Iván Gatton, expert in international politics, "[...] beyond military intervention, Haiti needs a Marshall Plan to create structures, revive the economy, build infrastructures and offer civil guarantees to the Haitian population."
Despite the fact that Haiti has announced a High Transitional Council https://www.haitilibre.com/en/news-38427-haiti-flash-the-pm-signed-a-historic-consensus-for-an-inclusive-transition.html , Gatton remains convinced that the initiative will be useless, since according to him "[...] since the government of René Préval in Haiti, there have been no Statesmen" showing concern about the takeover of many areas in Haiti by heavily armed gangs.
Gatton recalled and deplored that in the Security Council, China and Russia opposed military intervention in Haiti, without proposing concrete alternatives to Haiti...
Let's recall that Bishop Pierre-André Dumas and the Reverend Jesse L. Jackson had also taken a public position in favor of a Marshall Plan for Haiti.
