Thursday, December 7, 2023, Frantz Elbé, the acting Director General of the National Police of Haiti (PNH), discussing the transformation of the police institution declared on a radio of the capital :

"It is clear that the PNH was not prepared to face this situation caused by the gangs. The police were not trained to fight bandits in urban environments [...] today, the police show much more commitment [...] The Government has made enormous sacrifices to acquire equipment. The institution received, among other things, new armored vehicles, new weapons, training, scholarships, etc...

"Today we have a police force that fights on several fronts at the same time. Which was impossible before. We fight at Mariani, at Saut d’Eau, at Morne à Cabri, at Croix-des-Bouquets, at Tabarre, at Laboule, at Carrefour-Feuilles, etc. We will continue to fight against organized crime," concluded Elbé.
