In a note, Luc Ouanche, the Director General of the Haitian State Lottery (LEH) Advises the public in general, Players, Owners, Dealers of online games of chance in particular that the company online "Avantaj Pam" is prohibited from operating throughout the national territory insofar as it operates outside the law of September 4, 1958 on games of chance making the LEH the the only regulatory body with the competence to regulate the system of games of chance and money in Haiti.

This law requires any institution, which is involved in online gaming activities, to hold a concession contract in due form signed by the regulatory authority.

This is a measure taken as part of the battle initiated by the Haitian State to combat operations that resemble money laundering and the financing of terrorism in the gaming sector generally considered to be a vector with high potential for money laundering.
