Reacting strongly, Conille threatened Minister Brignol with administrative and criminal prosecution.

"It is essential to remember that any action taken outside the legal framework does not commit the State and exposes offenders, as well as their accomplices, to criminal sanctions in accordance with articles 5.5 and 5.10 of the law on the prevention and repression of corruption," he wrote in the letter of censure, adding "Your behavior reflects a flagrant non-compliance with the instructions of the Head of Government and a clear desire to evade the application of the rules and procedures prescribed by law, as well as compliance with the government policy in force. [...] the recruitments and promotions that you have carried out outside the established rules will not benefit from any administrative follow-up or from the advantages linked to the positions and functions concerned."
