Cheng-hao Hu, Taiwan's Ambassador to Haiti, presented the Star Medal, a high diplomatic distinction, during a formal ceremony attended by several prominent figures from the political and diplomatic world, including former members of parliament Jean Renel Sénatus and Déus Deronneth, and Presidential Advisors Louis Gérald Gilles and Smith Augustin.

In his address, Cheng-hao Hu praised Penn's commitment and professionalism during his diplomatic mission from 2021 to 2024. He highlighted the former Ambassador's decisive role in strengthening bilateral relations between Haiti and Taiwan, particularly through the promotion of Haitian culture.

Visually moved, Roudy Stanley Penn expressed his deep gratitude for this symbolic recognition, which he considers the culmination of hard work and unwavering commitment to serving his country. He recalled that his mission to Taipei was both a challenge and a unique opportunity to showcase Haiti on the international stage.
