iciHaiti - Politic : 4 measures to improve the situation of Haitians in the Dominican Republic
On the instructions of Paul Antoine Bien-Aimé, Minister of the Interior and Local Authorities, the Directorate of Immigration and Emigration (DIE) conducted a mission to the Dominican Republic from June 10 to 14, 2025, to assess the conditions for access to passport delivery services for Haitian compatriots, identify obstacles, and lay the groundwork for sustainable and effective solutions.

The delegation visited the Haitian consulates in Dajabòn, Santiago, and Higuey, as well as the Haitian Embassy in Santo Domingo. Following the assessment, the DIE, in addition to restoring the power supply and upgrading IT equipment, adopted four concrete measures:

1 - Installation of fixed and mobile digital workstations in each consulate, capable of processing 80 passport applications per workstation daily;

2 - Deployment of mobile units to factories and plantations where many compatriots work;

3 - Establishment of an online complaints unit between the consulates and the passport unit in Port-au-Prince;

4 - Administrative protocol for the secure transfer of pending applications to the DIE Central Office.

The DIE thanks the Ministry of Foreign Affairs for its continued collaboration in implementing these emergency measures.

Finally, this mission is part of a strategy to modernize the Haitian government's travel document delivery services and to promote transparency that the new administration, led by Director Antoine Jean Simon Fénélon, is establishing within the DIE.
