iciHaiti - Cap-Haitien : Example of rare institutional complementarity
Wednesday, June 25, 2025, marks an important turning point in the dynamic inter-institutional collaboration between the Ministry of Public Works and the National Directorate of Drinking Water and Sanitation (DINEPA)...

Engineer Raphaël Hosty, Minister of Public Works, officially launched roadworks on the section connecting the RN1 and RN3 highways between Haut-du-Cap and La Madeleine. He was accompanied by Engineer Théophil Ostinvil, Director General of DINEPA, who announced the start of hydraulic works on this same section in July 2025.

For one of the rare occasions, two separate funding sources, one from the World Bank for the construction of the SOS road in Cap-Haïtien, and one from the Inter-American Development Bank (IDB) for hydraulic works in the same corridor, are converging on the same strategic axis.

This dual commitment demonstrates the shared desire to closely coordinate interventions, harmonize actions on the ground, and, above all, minimize the environmental and social impacts associated with the construction of this infrastructure, which is essential for the sustainable development of the city of Cap-Haïtien.

On this occasion, the Ministry and DINEPA reaffirm their institutional complementarity and their shared commitment to strengthening integrated planning, joint supervision, and community communication in order to maximize the positive impact of these public investments on local populations.
