iciHaiti - Politic : The new Special Representative of the Secretary General visits the Chancellery
On Monday, August 4th, 2025, Jean-Victor Harvel Jean-Baptiste, Minister of Foreign Affairs, received Carlos G. Ruiz Massieu, the new Special Representative of the United Nations Secretary-General in Haiti and Head of the United Nations Integrated Office in Haiti (BINUH), in his offices.

This first meeting provided an opportunity for a substantive discussion on shared priorities and the challenges facing Haiti in the context of its institutional transition.

Carlos Ruiz Massieu expressed his desire to strengthen coordination between BINUH and the Haitian Chancellery, emphasizing the importance of active and regular participation in the work of the United Nations Security Council, particularly on issues directly affecting Haiti. He reaffirmed BINUH's commitment to supporting the country in its stabilization efforts, particularly through increased support for the Multinational Security Support Mission (MMSS), the implementation of institutional reforms, and the organization of credible and inclusive elections.

For his part, the Haitian Chancellor emphasized the urgency of action, six months before the constitutional deadline of February 7, 2026, and the need to build a robust, coordinated, and pragmatic support strategy capable of meeting the legitimate expectations of the Haitian population and contributing to a lasting end to the crisis.

Both parties agreed on the importance of ongoing and inclusive political dialogue, which must go hand in hand with security efforts. The Head of BINUH emphasized the essential synergy between national actors and international partners to create the conditions for a viable political process that yields concrete results.

In conclusion, the Minister of Foreign Affairs reiterated to the UN Special Representative the Haitian Government's commitment to maintaining an open, transparent, and constructive channel of communication with the United Nations, and wished him every success in carrying out his mission in Haiti.
