Louino Volcy (36 years old), the new Ambassador Extraordinary and Plenipotentiary of the Republic of Haiti to the French Republic, officially presented his credentials to the President of the French Republic, Emmanuel Macron, at the Élysée Palace earlier this week, marking the officialization of his accreditation to France.

A career diplomat, Louino Volcy has over 13 years of experience serving Haiti. Joining the Ministry of Foreign Affairs in 2012 as a competitive exam winner, he has held various strategic positions within central departments, from the Directorate of Cultural Affairs to the Directorate of Legal Affairs, including the Directorates of Economic Relations and Political Affairs.

His career has led him to represent Haiti at major events, including the 71st session of the United Nations General Assembly, the 45th Ministerial Conference of the International Organization of La Francophonie (OIF), and the 92nd Assembly of the International Criminal Police Organization (INTERPOL). He also served as a member of two international commissions of inquiry of the Bureau International des Expositions (BIE) between 2022 and 2023. His experience abroad also includes serving as Acting Consul-Chief of Post in Morocco.

Ambassador Volcy holds a Master's degree in Public International Law and a Master's degree in General International Law from the University of Paris 1 Panthéon-Sorbonne. He also holds a Bachelor's degree in Legal Sciences from the Faculty of Law of the State University of Haiti, where he graduated top of his class. as well as studies in history and geography at the École Normale Supérieure, and international relations at the "Andrés Bello" Diplomatic Academy of Chile and the Jean-Price Mars Academy of the Ministry of Foreign Affairs.

A lawyer-diplomat, teacher, and author of a book on international law, Volcy is a civil servant who has risen through the ranks through his competence, rigor, and dedication. His in-depth knowledge of French affairs, acquired as Minister Counselor and then Chargé d'Affaires of Haiti in Paris, and his remarkable commitment make him a particularly qualified diplomat. A staunch patriot, he embodies the vision of diplomatic excellence, essential to defending Haiti's interests on the international stage.
