As of Sunday, September 7, 2025, according to statistics published by the Directorate General of Migration (DGM), since the beginning of the year, 115,461 Haitians in an irregular migration situation have left the Dominican Republic "of their own free will" and returned to Haiti. It should be recalled that last April 2025, President Luis Abinader recommended that the thousands of Haitians living illegally in the country "leave Dominican territory voluntarily," failing which "they will be sought, arrested, and expelled." These "voluntary" departures are considered the result of the control measures for the arrest and expulsion of tens of thousands of Haitians each month, according to the DGM, which asserts that these returns are carried out "in compliance with human rights" and claims to have provided facilities and guarantees, with due respect, to ensure that these returns can take place in complete safety.
