Haiti - Crisis : Former Acting President Jocelerme Privert launches a patriotic appeal
In a briefing note, former acting President Jocelerme Privert issued a patriotic appeal, urging the political class to join forces to urgently restore constitutional order in Haiti.

Privert reminds "[...] For six long years now, the country has been mired in an interminable political transition. Over the past fifteen years (2010-2025), only one electoral contest has been held. Today, all public institutions are led by officials lacking democratic legitimacy. Appointed outside the procedures provided for in the Constitution. None of the previous transitions had exceeded two (2) years and this one is about to complete its fifth year. [...] The fierce struggle that the main protagonists are currently waging to establish a 'transition within the transition' must absolutely cease. The country no longer needs new transitional experiences, but an effective return to democratic order."

Regarding the restoration of security, Privert writes "[...] The conditions of security and the free movement of people and goods along the country's main arteries are constantly cited as a pretext for the impossibility of holding general elections. [...] I note the vote of the United Nations Security Council, dated September 30, 2025, adopting Resolution 2793 authorizing the deployment of a new international force tasked with neutralizing armed gangs. While this decision must be recognized as appropriate, it is nevertheless incumbent on Haitian leaders to undertake genuine reform and the professionalization of the national security and defense forces, in order to equip them with the necessary resources to sustainably face the challenges of tomorrow [...]"

Regarding elections, he notes that the legislative branch has been inoperative since the second Monday of January 2020. Municipal governments are administered by interim executive officers. A nine-member Presidential Transitional Council (CPT) has been exercising the powers of the President of the Republic since April 2024. This mode of governance, not provided for in any provision of the Constitution [...] To put the country back on the path to legitimacy, the solution is the organization of general elections. These elections must be free, transparent, credible, and inclusive, organized without interference from the political authorities, so as not to become, once again, the source of new crises.

[...] It is now up to the Haitian political class, civil society, and the international community to combine their efforts to ensure that 2026 marks the end of the transition and the return to constitutional legitimacy. Haiti will only be able to escape this spiral of repeated crises if its leaders, institutions, and citizens place the nation's best interests above partisan calculations. Restoring security, ending the political transition, and organizing free and fair elections are the three essential pillars of a true national transformation, bringing hope, stability, and dignity to the Haitian people."
