The Northeast Regional Office, the Institute for Social Welfare and Research (IBESR), the Fort-Liberté Prosecutor's Office, the Northeast Departmental Delegation, the Departmental Directorate of the Ministry of Commerce and Industry, the Northeast Departmental Directorate of the Haitian National Police (PNH), and the mayors of the 14 communes in the Northeast inform all restaurants, bars, discos, shops, and other commercial establishments in the department that it is now strictly forbidden to :

• Sell, rent, or make available "shisha" (hookahs) or their accessories to children and adolescents;

• Allow minors to consume or handle this type of equipment and any other substances capable of harming the physical and mental health of children and adolescents.

This measure aims to protect young people from the serious risks associated with this practice and to combat juvenile delinquency in the department.

Any offender will be subject to legal and administrative penalties.
