iciHaiti - Social : Strategic meeting to consolidate social protection gains

On Wednesday, October 28, 2026, as part of a World Bank supervision mission, Marc-Elie Nelson, Minister of Social Affairs and Labor (MAST), chaired a hybrid meeting of the Strategic Steering Committee for the Adaptive Social Protection for Increased Resilience (PSARA) project—known as Klere Chimen.

This meeting aligns with the Ministry’s commitment to strengthening the national management of social protection and improving the response to the needs of vulnerable populations.

The session provided an opportunity to review the project’s progress and future outlook, in the context of implementing the National Social Protection and Promotion Policy.

An impact assessment presented in March 2026 highlighted encouraging results : beneficiary households showed an improved ability to cover essential expenses, increased use of mobile money, better access to healthcare, and strengthened savings and financial autonomy among women. These achievements demonstrate the contribution of Klere Chimen to protecting households facing precarious conditions.

Minister Nelson emphasized the need to consolidate these results while strengthening support measures—particularly in the areas of health, nutrition, and economic resilience. He also reaffirmed the ambition to gradually evolve Klere Chimen into a national adaptive social safety net program, capable of expanding its coverage and responding more effectively to shocks, with a specific focus on internally displaced persons.

Another priority initiative is the development of the Ministry of Social Affairs and Labor’s Information System (SIMAST) into a dynamic, integrated national social registry. The objective is to better identify vulnerable households, improve the targeting of interventions, and enhance the coordination of programs under the Ministry’s governance.

MAST reaffirms its commitment to building a more inclusive, better coordinated, and sustainable social protection system. This ambition is based on strengthening state capacity, mobilizing partners, and rigorously monitoring commitments for the benefit of the vulnerable population.
