Recognizing the importance of academic failure due to a lack of teacher qualifications, the Government, through the Ministry of Education, has drawn up a policy document on the training of teachers and supervisory staff, which was finalized at a 3-day workshop which ended on Friday 4 August, attended by about 40 people: departmental directors of education, technical directors, members of the minister's office and several departmental officials.

Speakers and participants at this workshop were unanimous in recognizing that the Haitian school is in crisis. It produces inadequate individuals with discounted training.

Rood Karll Fleurent, Head of the Training and Development Directorate (DFP), acknowledged that one of the major problems of the education system is the under-qualification of teachers.

Mrs. Daniela Bruni of UNESCO in Haiti, insisted that quality education provided by qualified teachers should be the right of all without distinction, insisting on the need by 2030 that the number of qualified teachers increase in particular through international cooperation in teacher training.
