Rouison Luis (26), a Haitian of origin who carried in a backpack, several cartons of cigarettes "Camil Fuse" and a gallon of clairin was wounded by a bullet after a confrontation with a Dominican soldier at the military checkpoint of the rural community of Aguas Negras (North Pedernales Region)

The incident allegedly occurred when the soldier ordered him to stop the motorcycle on which he was to control him what Rouison Luis refused, the situation quickly degenerated and it was at that moment that the Dominican soldier would have fire on the Haitian in confused circumstances, the bullet crossing the left of Thorax of our compatriot.

Rouison Luis was taken to Elio Fiallo Hospital where he received first aid and was transferred to Jaime Mota Hospital in Barahona.

The Dominican military has been identified as Robinson Ferreras and was immediately arrested for the purposes of the investigation.
