Following the complaint of the mayor of Tabarre, Nice Simon violently beaten by her partner Yves Léonard on the night of 1 to 2 October 2018 https://www.haitilibre.com/en/news-25722-haiti-social-the-mayor-of-tabarre-severely-brutalized.html , the investigating judge Wando Saint-Vilier of the Court of First Instance (TPI) of the Croix-des-Bouquets rejected the charges of murder and kidnapping for insufficient evidence and held only the charge of assault, blows and wounds and to transfer the case to the Criminal Court, resulting in a cancellation of the arrest warrant issued against Leonard who is still on the run.

One of Yves Léonard's lawyers welcomed the judge's decision, which he said was in accordance with the laws of the Republic stating "[...] we, the defendant, are ready to appear in the correctional."

On their side, the mayor's lawyers, while recognizing that the judge's decision is sovereign, are analyzing the reason for the rejection of the two counts before deciding on the follow-up to be given to this decision.
