On the morning of December 17, 2020, a memorandum of understanding was signed between the Municipality of Cap-Haitien and the Efficient Management of State Resources (GERE) project, implemented by "Research Triangle Institute" (RTI international) and which is funded by the United States Agency for International Development (USAID-Haiti)

This MoU aims to improve the capacity of government entities to manage and mobilize resources and provide services to citizens; greater engagement between citizens, civil society, the private sector and the Government in : defining and addressing development priorities; improving communication, collaboration and coordination between different levels of government and with parliament on policy, budget and service delivery issues.
