"Our country is dealing with more than an earthquake. At the same time, it faces an acute political crisis, persistent social insecurity, a complex situation of insecurity, an underhand pandemic and an above-average hurricane season. We are therefore required to make the best use of the resources at our disposal to meet the real priority needs of the population, avoid duplication, waste and abuse, and ensure that the most needy do not sink into extreme distress," said Dr. Jerry Chandler, Director General of Civil Protection.

"It is becoming more and more of a priority, especially in the context of the hurricane season, to distribute non-food products likely to allow homeless families to settle, even temporarily, in respectable hygienic conditions and in shelter from inclement weather.

[...] Assistance to the population must continue by being further strengthened, including and especially in areas of difficult access, and taking into account the degrees of vulnerability of those affected. We must systematically include in distribution operations : people with disabilities, the elderly, unaccompanied children, pregnant women, injured people and other people with specific needs.

[...] Governmental and humanitarian actors must take into account the available assessments, but also the in-depth assessments that the sectors are carrying out, to respond to the specific needs identified, particularly in terms of shelter and health, and to help the communities in rehabilitation efforts."
