The PNH joins the deployment process of the Public Service Identification Register.

The General Directorate of the Haitian National Police (PNH) has joined the Haitian government's initiative in the gradual rollout of the Public Service Identification Register (RIFOP) across all public institutions.

The RIFOP aims specifically to ensure :

• Uniqueness and authenticity of agents (civil servants and contract employees) listed in the Ministry of Economy and Finance (MEF) database, based on the Unique National Identification Number (NINU) issued by the National Identification Office (ONI):

• Long-term reliability of the register, by guaranteeing the updating of information relating to registered individuals, particularly in cases of death, resignation, retirement, recruitment, or change of status, in order to maintain a faithful, up-to-date, and representative database of the public service at all times;

• Transparency and efficiency in the salary and pension payment process, while optimizing administrative efficiency with real-time data supported by ONI identity data;

• Security and fraud prevention by reducing fraud risks through the validation of beneficiary identities before each payment.

An essential lever for public finance reform, the RIFOP guarantees the uniqueness of each employee's identity, ensures the reliability of administrative data, prevents irregularities in workforce management, strengthens the career management process, and streamlines payroll and mobility within the civil service.

Interconnected with the Integrated Public Finance Management System (SIGFIP) and the Integrated Human Resources Management System (SIGRH), the RIFOP will act as a permanent safeguard for the eligibility of public employees to receive their salaries by bank transfer.

As part of its implementation within the Haitian National Police (PNH), administrative staff and police officers will participate in the census to enable the General Directorate of the National Police to have a unified, reliable, and up-to-date database of all civil servants and contract employees. This database will ensure the control and management of the administration's payroll and human resources.

Through this initiative, the PNH reaffirms its commitment to supporting efforts to modernize the public administration by contributing to the establishment of a high-performing system that adheres to the principles of good governance, efficiency, and accountability.

This collaboration between the PNH, the Office of Management and Human Resources (OMRH), the Ministry of Economy and Finance, and the National Identification Office reaffirms the Government's commitment to exploring the use of digital technology in the Haitian public administration to strengthen the transparency, efficiency, and quality of public services for the benefit of the State and the entire Haitian population.
