On Saturday, October 9, the Cap-Haitien Municipal Commission learned with amazement of the death on Friday of the former constitutional expert and University Professor Wilbert O. Joseph.

"Eminent intellectual, peerless patriot, Professor Joseph had an extraordinary career, he was benevolent and luminous in front of his students, a man of science full of humanity. He served his country well and in particular the departments of the far North with brio.

The Municipality of Cap-Haitien welcomes the departure for the Eternal Orient of this versatile man. His absence will leave a void that will not be easy to fill.

The Municipal Commission bows before the remains of this excellent professor and presents its sincere sympathies to his family, his former collaborators, his friends as well as to all those whom this mourning particularly afflicts, his former students and it invites them to continue the journey. traced by this passionate man."
