The Inspector General, Jean Gardy Muscadin was installed as Chief of Staff to the new Director General ai of the Haitian National Police (PNH), Frantz Elbé https://www.haitilibre.com/en/news-35055-haiti-security-new-dg-of-png-installed-after-the-resignation-of-leon-charles.html . In this post, he replaces Inspector General Paul Thomas who ensured this function with the former DG, Léon Charles.

Coming from the 8th promotion (1995), Jean Gardy Muscadin, was promoted to the rank of police inspector in 1997, during a competition. With rare leadership, he has served in the service of the PNH in a number of positions and acquired solid experience.

1997-1999: Head of the Departmental Service of the Center Judicial Police (SDPJ-Center).

1999-2001: Head of the Mirebalais police station.

2001-2003: Deputy head of the Port-au-Prince police station.

2003-2004: Deputy head of the Croix-des-Bouquets police station.

2004-2005: Responsible for the personnel of the IGPNH.

2006-2007: Training at the academy of senior officers of the civil guard (Spain)

2007-2008: Head of the office at the Central Directorate of the Judicial Police (DCPJ)

2008-2009: Head of the Criminal Affairs Brigade (BAC) of the DCPJ

2009-2011: Responsible for the Pétion-ville police station.

2011-2013: Head of the Minors Protection Brigade.

2013-2014: Training in Washington.

2015-2018: Head of the Department of Prison Administration (DAP).

2018-2020: Central Director of Administration and General Services (DCASG).

2020-2021: Director of the National Police Academy.
