On Wednesday, November 17, Senator Ricardo de los Santos, also President of the National Federation of Dominican Transport (Fenatrado), said that the gangs that attack Dominican truckers in Haiti have changed the way they operate.

Explaining before "Their modus operandi was to kidnap them, but to steal the cargo, once they stole the cargo, they released the drivers and trucks, but not now, they keep the truck and the cargo and demand ransom for release the drivers."

As a result Ricardo de los Santos urged Dominican truckers not to enter Haitian territory and to leave their cargo at border points "We tell you clearly : anyone who enters Haiti is under their responsibility, we dissociate ourselves from that, we recommend to Dominican truckers, affiliated or not to Fenatrado, not to enter Haiti."
