He replaces Inspector General Jean Gardy Muscadin in this position, who has been called upon to hold other positions within the police institution. Coming from class 7 of the 1995 promotions, he rose through the ranks : Police Inspector (08/21/1997), Police Commissioner (08/30/2005), Divisional Commissioner (12/29/2015). He is a graduate of the National School of Police Officers (ENSOP, France), a graduate of the "Inter American Defense College" (IADC, USA) and holds a Master's degree in Security and Defense.
