The Divisional Commissioner Frantz Mathurin, Departmental Director of the North, proceeded this week to the installation of the Municipal Commissioner (CM) Mackenzy Jean Noël at the head of the Commissariat of Cap-Haitien. CM Jean Noël replaces CM Paul Henry Pennette in this position.

It should be noted that this strategic change is part of the new security plan aimed at improving and maintaining an increasingly serene security climate that is favorable to the well-being of citizens of the North.
