The Council specifies that these individuals are accused of engaging in criminal activities and violence in Haiti involving armed groups and criminal networks that promote violence, including theft, ransom demands, kidnapping, extortion, murder and rape. The designated persons are subject to an asset freeze and EU persons and entities are prohibited from making funds, financial assets or economic resources available to them. In addition, they are subject to a travel ban to the EU. The European Council also called for new targeted sanctions against individuals and entities responsible for violence, with the aim of contributing to the restoration of peace, security, stability, democracy and the rule of law in Haiti.
