On Tuesday 17 December 2024, in view of the escalation of gang violence in Haiti, the European Council adopted restrictive measures against 3 Haitian gang leaders : Jonel Catel, leader of the Terre Noir gang, affiliated with the G9 gang coalition in Haiti, Gabriel Jean-Pierre, leader of the GPep gang coalition, and Ferdens Tilus, leader of the Kokorat San Ras gang.

The Council specifies that these individuals are accused of engaging in criminal activities and violence in Haiti involving armed groups and criminal networks that promote violence, including theft, ransom demands, kidnapping, extortion, murder and rape.

The designated persons are subject to an asset freeze and EU persons and entities are prohibited from making funds, financial assets or economic resources available to them. In addition, they are subject to a travel ban to the EU.

The European Council also called for new targeted sanctions against individuals and entities responsible for violence, with the aim of contributing to the restoration of peace, security, stability, democracy and the rule of law in Haiti.
