iciHaiti - CSC/CA : Asset declaration of 79 new auditors

On Tuesday, July 29, 2025, the Anti-Corruption Unit (ULCC) held a special asset declaration day at its premises for 79 new auditors of the Superior Court of Accounts and Administrative Disputes (CSC/CA).

To facilitate the completion of this important formality, the ULCC brought together the notary, clerk, and deputy government commissioners in a single location.

In his opening remarks, the institution's Director General, Hans Jacques Ludwig Joseph, praised this responsible approach initiated by the President of the CSC/CA, Rogavil Boisguené, who insisted that the auditors make their asset declarations immediately after taking the oath of office.

"This is a strong signal sent by the Presidency of the Court. I take this opportunity to invite other heads of public institutions, including the Haitian National Police, which represents the majority of subject civil servants, the Haitian Armed Forces, and the Superior Council of the Judiciary, to take note of this law-abiding behavior. I urge all public officials concerned to immediately comply with the law by declaring their assets. Administrative sanctions will be intensified, and legal proceedings will be initiated. Those entrusted with state responsibility must constantly lead by example," declared Hans Jacques Ludwig Joseph during the opening ceremony.

For his part, the President of the CSC/CA, Rogavil Boisguéné, affirmed that an auditor cannot afford to be at odds with the law on asset declarations. "You must be the epitome of submission to the rigors of this law." The Court is and will remain committed to ensuring that its staff comply with this obligation. As a public expenditure oversight body, potentially confronted with cases of corruption, including illicit enrichment, our auditors must be above suspicion. It is essential for the Court to reassure citizens and the public about the transparency of its officials.
