iciHaiti - Japan : Redevelopment of the Rehabilitation Center for Minors in Conflict with the Law
On Wednesday, August 6, 2025, the Government of Japan, in partnership with the United Nations Development Program (UNDP), officially handed over the construction of the Rehabilitation Center for Minors in Conflict with the Law (CERMICOL), located in Delmas 33.

This ceremony was attended by Divisional Commissioner Romage Marlon, Director of the Prison Administration; Xavier Michon, UNDP Resident Representative in Haiti; Ms. Haruki Furusho, Head of Cooperation at the Embassy of Japan in Haiti; and representatives of human rights organizations, prison authorities, and Haitian judicial authorities.

This project, funded by the Government of Japan to the tune of USD 531,292, aimed to improve the detention conditions of minors and women transferred from the Cabaret Civil Prison, in a context marked by insecurity and prison overcrowding.

This project is part of the Haitian prison administration's reform strategy, in accordance with international standards such as the Mandela, Beijing, and Bangkok Rules. It aims to ensure differentiated care adapted to the needs of vulnerable prison populations.

The work carried out includes :

  • The construction of five classrooms totaling 196 m², allowing minors to continue their education and female prisoners to benefit from vocational training;
  • The provision of equipment to ensure the training of minors and women prisoners with a view to their reintegration into society;
  • The strengthening of the center's infirmary with a 12-month supply of first aid medications, meeting the specific needs of minors and women prisoners;
  • Adjustments to the sanitation system and the general kitchen to ensure better detention conditions.

UNDP, in collaboration with partners such as UN Women, UNICEF, and the United Nations Integrated Office in Haiti (BINUH), implemented the project through its Rule of Law program, with particular attention to gender equality in health, education, and social reintegration.

The Japanese Government's contribution to this project marks an important step in strengthening bilateral relations and supporting development and stabilization efforts in Haiti. This partnership demonstrates Japan's commitment to supporting initiatives that promote human rights and social justice.
