iciHaiti - ONA : A structural transformation is underway

At the National Old-Age Insurance Office (ONA), the Career Development Plan marks a significant milestone and establishes a new standard for public management.

Under the leadership of Director General Ronald Bazile, the ONA is undertaking a significant transformation of its internal culture. The Career Development Plan introduces better-structured career paths, more systematic recognition of skills, proactive talent management, and a strategic vision for human capital. Created on August 26, 2025, at Bazile's initiative, the Career Management and Training Unit (UGCF) has taken action. In just a few months, the Unit is no longer simply planning; it is achieving concrete results.

In a context where public sector careers are often perceived as stagnant, the UGCF initiative restores hope and credibility to the public service. The Career Development Plan is not a one-off initiative, but rather part of a long-term vision : to build a more efficient, equitable, and motivating institution for its employees.

The data demonstrates the scope of the work accomplished: 233 employees have been promoted, 230 promotion applications are being finalized, 4 employees have benefited from a change in status, and 8 master's level scholarship applications have been reviewed, of which 6 were accepted and 2 rejected for lack of relevance. This strong signal shows that training is now considered a targeted investment, geared towards performance and the modernization of the ONA.

"These figures are not mere statistics. They illustrate a new dynamic that of an administration that rewards merit, clarifies career paths, and structures opportunities," explains the ONA.
