iciHaiti - PNH : Wearing of balaclavas is limited and impeccable attire is required

The General Directorate of the Haitian National Police (DG-PNH) informs all police personnel, as well as the general public, of the adoption of new measures to reinforce regulatory compliance. These decisions follow recent command meetings and aim to strengthen discipline within the institution.

The main objective of these measures is to prevent reprehensible acts committed in public by malicious individuals impersonating police officers. To effectively combat this identity theft and its consequences, it is imperative to guarantee an impeccable and immediately identifiable image of law enforcement.

Specifically, the PNH formally prohibits the wearing of balaclavas, handkerchiefs, or any other accessory that alters the official uniform. This prohibition has only one exception : express authorization issued by the General Directorate itself, within the framework of special operations conducted by specialized units.

Furthermore, the reminder of proper conduct also applies to dress and demeanor. Haircuts and beard styles must now strictly adhere to the general disciplinary regulations. They must be well-groomed to positively reflect the image of the police profession. It is imperative that the professional conduct of each officer on duty contributes to reassuring the public while deterring criminals.

Finally, to ensure the strict and immediate implementation of these directives, the Chief Inspector General, the Central and Departmental Directors, as well as all Unit Heads, are personally responsible for ensuring compliance with these measures throughout the country.
