Creation of an environmental vigilance cell
Rodolphe Joazile, the Minister of Defence, announced the creation of an environmental vigilance cell and the establishment of a medical unit of fight against infectious diseases. The Minister also announced the forthcoming creation of a corps of military engineers stating that from January 2013, nearly 60 youth, will follow in Ecuador a short training in engineering.

Jacmel, the first postal port international - English maritime history reports that after the loss of its possessions, English vessels undertook to provide postal links by serving the different islands and their mainland. In 1840 to meet the terms of a contract they included the Caribbean, Canada and England.
