In a Prime Minister's circular (# 13 dated February 20) on the use of State vehicles, one learns that the beneficiaries, if they have the means, will be able to buy the service vehicle to the State and use it for personal purposes outside regulatory hours....

Extract from the circular :

"The decree of March 29, 2017 relating to the lifestyle of the State indicates the authorities of the State entitled to dispose of a vehicle registered 'Officiel' in this case: Ministers, Secretaries of State, Directors General or other functions of the same rank. It also states that vehicles registered as 'Service de l'État (SE)' are service vehicles specifically assigned to their own institution.

In order to encourage better management of State vehicles, it is envisaged, on the one hand, in favor of the officials who are entitled to it and have the means to do so, according to pre-established conditions, the financing of acquisition of new vehicles and secondly, the possibility of transfer of vehicles of the State having 8 years of service at conditions of sale fixed by the competent authority.

In order to facilitate the application of the above provisions, taking into account the delay in the implementation of incentives for public officials, the category of officials: all Directors, Deputy Directors, Coordinators, Assistant Coordinators and the Chargés of mission of the same rank or higher rank than those previously mentioned, is hereby authorized and in accordance with article 9** of the Decree on the State's lifestyle, to hold vehicles registered "State Service" beyond the prescribed hours.

All persons authorized to hold a vehicle beyond the prescribed hours must be clearly identified by their badge and a dated, signed and sealed administrative document issued by the competent authority of the institution concerned."

** Article 9 : The Haitian National Police is instructed to carry out unannounced inspections and to apprehend any individual who has neither the right nor the quality to hold a State vehicle.
