iciHaiti - NOTICE : Important regulation of the circulation of tricycles in Cap-Haitien

Faced with the need to regulate the circulation of motor vehicles in order to ensure the protection of people and sensitive areas of the municipality and to avoid traffic jams in the Cap-Haitien area;

Considering that tricycles (three-wheeled motorcycles), motorcycles (two-wheeled motorcycles) constitute a potential danger for all road users and a traffic jam agent disrupting the movement of cars and pedestrians in the area of ​​the Cap-Haitien;

Considering that the ban on tricycles to circulate in the historic city center in order to prevent any traffic jam will not be detrimental to users, given the presence of other existing means of transport open to traffic,

The Municipal Commission has issued a decree of which we publish the essential articles:

"ORDER :

Article 1 : The circulation of tricycles in the area of ​​the city of Cap-Haitien is prohibited from the publication of this municipal decree.

Article 2 : Notwithstanding the provisions of Article 1, this prohibition does not apply to tricycles used : to fulfill a public service mission; for professional purposes, business operations and which have been authorized to circulate [...]

Article 6 : Any tricycle not provided with an authorization from the Town Hall exceeding the impassable limits established by this decree will be subject to the following penalties :

Immobilization of the tricycle for eight (8) days. After the eight (8) days, a fine of 1,500 gourdes and a penalty of 250 gourdes per day of delay. If the owner wants to recover the tricycle before eight (8) days, he will have to pay a fine of 12,000 gourdes.

Article 7 : Passengers are seated only behind the driver. No passengers alongside the driver and the running time is 6:00 a.m. to 7:00 p.m. The driver who has violated article 7 will have his vehicle confiscated for three days and will pay a fine of 1,000 gourdes."
