iciHaïti - Politic : Creation of the National Agency for Higher Education and Scientific Research

Meeting in Council of Ministers last December, the Government adopted the decree establishing the National Agency for Higher Education and Scientific Research (ANESRS). This decision reflects the commitment to modernizing, structuring, and strengthening the national higher education and scientific research system, within a context marked by profound technological changes, the gradual emergence of the knowledge economy, and the now central role of innovation in the dynamics of economic, social, and human development.

Through the creation of ANESRS, the government intends to establish a renewed institutional framework designed to consolidate governance, regulation, and quality assurance mechanisms within higher education institutions. This new entity will also be tasked with stimulating scientific output, promoting applied research, and encouraging the transfer of knowledge and research results to productive and strategic sectors of the national economy.

ANESRS will also be responsible for promoting Haiti's effective integration into regional and international academic and scientific networks, strengthening university and scientific cooperation, and contributing to the coherent alignment of higher education and research with national sustainable development priorities. The creation of ANESRS thus represents a major institutional step forward, reflecting the State's firm commitment to providing the country with a modern, coherent, and effective system for the strategic management of higher education and scientific research.

Members of the ANESRS Council :

President : Dr. Emmanuel dit Hérold TOUSSAINT, appointed by the Executive Branch;

Vice-President : Dr. Jean Fenol METELLUS, appointed by the Conference of Rectors and Presidents of Haitian Universities (CORPUHA);

High Commissioner for Higher Education and Scientific Research : Dr. Jacques ABRAHAM, appointed by the Minister of National Education and Vocational Training;

Secretary General : Dr. Jean Judson JOSEPH, appointed by the Executive Branch;

Member : Dr. Evens EMMANUEL, appointed by the Haitian Associations of Scientists and Researchers;

Member : Dr. Ketty BALTHAZARD-ACCOU, appointed by the Employers' Associations;

Member : Dr. Serge Philippe PIERRE, appointed by the Executive Branch.
