iciHaiti - Justice : Violent behavior of authorities towards citizens (video)
Me Jean Wilner Morin, the Ombudsman, reports that he has been contacted by a group of citizens from Cap-Haitien and has reviewed several video excerpts concerning events that occurred during a special operation conducted by local authorities in the Cap-Haitien jurisdiction.

The preliminary analysis of these videos reveals violent behavior involving judicial and administrative authorities.

In the first excerpt, a citizen (Emmanuel Lundi), already restrained by officers of the Haitian National Police and posing no threat, is subjected to physical violence, including slaps and kicks, allegedly perpetrated by Eno Zéphyrin, the Government Commissioner for the Cap-Haïtien jurisdiction.

In a second excerpt, a young woman, respectfully addressing the authorities during the operation, is violently pushed away by an individual accompanying them, even though she posed no threat to the authorities present, who were assisted by officers of the Haitian National Police.



The Ombudsman, while recognizing the right of legally empowered authorities to execute court decisions or administrative measures, strongly condemns these acts, which violate human dignity, fundamental rights, and the principles of the rule of law.

Me Jean Wilner Morin calls on the Presidency of the Republic and the Government to take all appropriate measures, both administrative and disciplinary, to prevent the recurrence of such actions and to guarantee respect for the fundamental rights and freedoms of citizens.

The Office reminds citizens that they have the right to express their opinions and assert their rights through demonstrations, petitions, and other forms of peaceful collective action.

Breaking News : Me Patrick Pelissier, the Minister of Justice, has reportedly ordered the immediate release of Emmanuel Lundi, the citizen beaten and injured by Eno Zéphyrin, the Government Commissioner of Cap-Haitien. According to unofficial information circulating, Zéphyrin could be dismissed in the coming hours and brought to justice for human rights violations.
