iciHaiti - Security : A second forward operating base is now operational

On Wednesday, February 18, 2026, Cristobal Dupouy, Special Representative of the Secretary General of the Organization of American States (OAS) in Haiti, announced the inauguration and commissioning of the second Forward Operating Base (FOB) delivered by OAS-Haiti with financial support from the Embassy of Canada in Haiti.

Cristobal Dupouy thanked André François Giroux, Ambassador of Canada to Haiti, for his support and assistance in this initiative.

This new infrastructure will facilitate the deployment of the Gang Supression Force (GSF) in collaboration with the Haitian National Police (PNH) to combat armed gangs and terrorist groups, strengthen police presence in strategic neighborhoods, protect the population, and establish greater stability.

According to Dupouy, this new FOB is part of the preparations for the upcoming deployment of the Gang Repression Force (FRG). With approximately two months to go before the deadline set by the Security Council, the United Nations Support Office in Haiti (BANUH), established by Security Council resolution 2793, is progressing according to schedule. The UN states that BANUH will be able to provide logistical and operational support to the FRG (Forces Républicaines de Guerre) by March 31, 2026. The first contingents are expected in Haiti as early as April 2026, and the full deployment (5,500 troops) should be completed before the end of 2026.
