This was an opportunity for the Minister to give clear and precise instructions to the various commissioners regarding the State's major priorities, which are undoubtedly the continued efforts to restore security and the organization of the upcoming elections. From the Northeast to Grand'Anse, including the North, Northwest, Artibonite, Central Plateau, West, Nippes, South, and Southeast, the Government Commissioners outlined the difficulties they face in administering their respective courts. Several of them mentioned the strike by the Deputy Government Commissioners and the court clerks, which only serve to undermine their work as prosecuting authorities and guarantors of public order. They also highlighted the violations of private property recorded in their jurisdictions, with the complicity of several judicial actors, including notaries, surveyors, lawyers, and police officers. In response, Minister Pélissier stated that land insecurity cannot, under any circumstances, be tolerated in a society governed by the rule of law and instructed the Government Commissioners to do everything in their power to stop these violations of private property. Finally, the Minister announced measures aimed at ending the ongoing and unjustified strikes by prosecutors and court clerks, which only serve to penalize litigants and undermine the Government's efforts to neutralize armed gangs and restore a climate of security conducive to the upcoming elections.
