iciHaiti - Installation : A new leadership for the Haitian agricultural sector

On Wednesday, March 4th, 2026, agricultural engineer Marcelin Aubourg was officially installed in his new position as Minister of Agriculture, Natural Resources, and Rural Development (MARNDR).

The Minister of Economy and Finance, Serge Gabriel Colin, presided over the installation ceremony for the new head of MARNDR. The Minister of Economy and Finance emphasized the strategic role of the agricultural sector in the current national context, marked by major economic, social, and food challenges. He stressed the need to consolidate efforts to strengthen national production and support vulnerable households.

In his remarks, Minister Aubourg emphasized that agriculture is not just a profession, but a vocation and a profound commitment to rural communities: "The land can restore dignity and stability to our nation," he stressed.

In a context where more than 5.7 million Haitians are experiencing acute food insecurity, the Minister outlined the main priorities of his mandate. Initially, the focus will be on securing and intensifying agricultural production while strengthening sustainable water management, particularly through the rehabilitation of irrigation networks and the protection of watersheds.

Livestock farming will also be supported, and animal health protection will be reinforced, while agricultural sectors will be structured to increase local added value through processing and marketing.

At the same time, the Ministry's governance will be modernized, and technical capacities strengthened to ensure the transparency and accountability of public actions, the new Minister indicated. He emphasized the rehabilitation of agricultural roads, deemed essential for reducing post-harvest losses, improving producers' access to markets, and supporting economic recovery in rural areas.

Originally from Les Anglais, in the South Department, Marcelin Aubourg graduated from the Faculty of Agronomy and Veterinary Medicine at the State University of Haiti, specializing in rural engineering. Agricultural engineer Marcelin Aubourg is no stranger to this ministry; he is already familiar with its workings, drawing on over 25 years of experience in agricultural planning, natural resource management, and the coordination of rural development programs.

Throughout his career, he has held several positions within the Ministry, notably as Departmental Director, and has collaborated with numerous international technical and financial partners. His background demonstrates a solid understanding of the field and recognized expertise in guiding agricultural policies toward an integrated, sustainable, and resilient approach.
