Speaking at the UN Economic and Social Council (ECOSOC) 2026 Forum on Financing for Development, Sandra Paulemon, Minister of Planning and External Cooperation, delivered a frank assessment of the multidimensional crisis facing Haiti, while calling for an ambitious overhaul of international financing mechanisms. Speaking on behalf of the government led by Prime Minister Fils-Aimé, whose commitment to a structural response to the crisis she emphasized, the Minister reaffirmed Haiti's alignment with the positions of CARICOM, the Group of 77, and China. She noted that 5.7 million Haitians suffer from food insecurity, including 1.9 million at critical levels, stressing the urgent need for international mobilization commensurate with the scale of the needs. "These figures reflect a reality that this assembly cannot ignore," she stated. Beyond simply stating the facts, the Minister advocated for a strategic approach to development financing, seen as a lever for stability, social protection, and sustainable reconstruction. She argued for international commitments better tailored to the realities of fragile states and for more inclusive global economic governance. éHaiti is not asking for compassion, but for effective cooperation capable of supporting its resilience and reconstruction,é she stated, calling on the international community for resolute and consistent support.
