On Monday, September 14, 2026, at the Villa d’Accueil, Prime Minister Alix Didier Fils-Aimé officially launched the Peace Dividends Fund in Haiti (FDPH).

The ceremony took place in the presence of several members of the government, the new French Ambassador to Haiti, Gautier Lekens, the Special Representative of the Secretary-General of the United Nations and Head of the United Nations Integrated Office in Haiti (BINUH), Carlos Ruiz Massieu, the Special Representative of the Gang Repression Force (FRG), Jack Christofides, and the Coordinator of the National Commission for Disarmament, Demobilization, and Reintegration (CNDDR), Ms. Guerda Prévilon.

In his address, the Prime Minister reaffirmed his government's commitment to creating the necessary conditions for the restoration of peace and security in Haiti, while commending the courage and resilience of the Haitian people.

Established in partnership with the United Nations system, the Human Rights Fund (HRF) is structured around three priority areas:

1. Disarmament;

2. Dismantling of armed groups;

3. Reintegration and reduction of community violence.

Presented as a structural response to the country's security challenges, the Fund, according to the Prime Minister, represents a "historic partnership" between Haiti and the United Nations and constitutes "an instrument, a structural response to a moral imperative".

The Prime Minister welcomed the commitment of the international partners who chose to invest in this mechanism, emphasizing that supporting the HRF is tantamount to investing in the security of Haiti and the Caribbean.

Finally, he reaffirmed his Government's determination to support the National Commission for Disarmament, Demobilization and Reintegration (CNDDR) in fulfilling its mission and to contribute to restoring hope to Haitian families affected by insecurity.
