iciHaiti - Economy : Launch of the fourth review of the Reference Program

An evaluation mission of the Staff-Monitored Program (SMP) between the International Monetary Fund (IMF) and the Bank of the Republic of Haiti (BRH) was launched during a videoconference session, jointly led by Serge Gabriel Collin, Minister of Economy and Finance, and Ronald Gabriel, Governor of the BRH.

Despite the extremely difficult economic conditions, Minister Serge Gabriel Collin highlighted the Government's efforts in macroeconomic management, including the slowdown in inflation, which fell from 32.2% at the beginning of the fiscal year to 17.5% in July 2026; the gradual return of internally displaced persons to their neighborhoods; the ongoing reform of the petroleum product pricing mechanism; and the continued public finance reforms, which are aligned with the SMP program's benchmarks.

The Minister indicated that the Haitian government's priorities remain unchanged, including security, the organization of elections, and the humanitarian response and social protection. He stated : "We want to preserve macroeconomic stability and the credibility of the reference program, but we must do so within a framework that reflects the country's real constraints. Commitments to strengthening law enforcement, electoral spending, social protection, and humanitarian needs cannot be treated as entirely compressible variables, especially since revenue mobilization is not yet progressing at the desired pace and geopolitical tensions continue to limit our room for maneuver."

This fourth review of the reference program should provide an opportunity to arrive at a realistic framework reflecting both the outlook for the 2026-2027 budget and the reference program.
