As part of the 3rd Summit of Police Chiefs of United Nations Member States (UNCOPS 2022), Frantz Elbé, the Acting Director General of the National Police of Haiti (PNH) https://www.haitilibre.com/en/news-37544-haiti-uncops-2022-haiti-at-the-3rd-summit-of-police-chiefs-of-un-member-countries.html gave a short speech which we publish in its entirety.

Speech by Frantz Elbé :

"Ladies and Gentlemen, Chiefs of Police and Representatives of UN Member States,

Ladies and gentlemen,

I would like to thank, on behalf of the Haitian delegation and in my capacity as Commander-in-Chief of the Police Forces of Haiti, the General Secretariat of the United Nations for the invitation extended to us to participate in this forum.

Haiti, faithful to its commitments to peace and international security, wants to fulfill through the strengthening of its police, its security obligations despite the difficult socio-economic and political conditions.

Indeed, Haiti's security environment has deteriorated over the past two years with the proliferation of armed groups engaging in all kinds of abuses. This has led the National Police of Haiti (PNH) to evolve to adapt and deal effectively with these unprecedented security challenges.

To improve the performance of the PNH in the fight against organized crime which prevents the population from enjoying their most fundamental rights, the following measures have been taken, among others:

1- The reform of training curricula with particular emphasis on respect for human rights, gender issues and elements related to new security parameters;

2- The reinforcement of the command by the training of new commissioners, and the recruitment of the 32nd promotion of police officers;

3- Retraining and strengthening of specialized units;

4- The strengthening of the General Inspectorate and the relaunch of the process of vetting members of the PNH;

5- The adoption of measures for better management of socio-economic needs, and the institution of special compensation for police officers who are victims in special anti-gang operations;

6- Reinforcement of the Border Police to counter cases of human trafficking and smuggling;

However, let's note that despite these actions, the PNH alone cannot solve the multidimensional security problem that Haiti is experiencing. This arduous task requires synergy between the various actors in national life and the international partners.

From this perspective, I encourage the partners committed alongside the PNH to continue to support it by contributing to the 'Basket Funds' and/or by providing through bilateral cooperation materials, equipment and training to better deal with the threats from gangs whose activities extend beyond Haiti's borders.

Supporting the PNH means working to strengthen the regional and international security chain n
